Website connection refused

Hi,

My site is showing ERR_CONNECTION_REFUSED

I am able to access via FTP, but am not able to adjust file permissions (Currently 600?)

Any ideas?

Also, in Filezila i am able to view/edit (download) files, but am not able to double click (open/access) files. Suspect the two issues are related.
