why the wide price variation for international domains?

Is there some practical reason, or is it just somebody's whim? Just curious.

All the IDNs cost the same as non-IDNs, except for .cn IDNs. The .cn registry is only having a sale for the non-IDN cn domains, so IDN cn domains cost more.
