Reference to .IN domain extensions in Marketplace

Who is .in central registry?  
Does this mean when you register a .IN domain name one
can not sell or transfer it?
If they want to keep it, they have to keep registering as to whatever price.  Unless I register for several years>?

Unfortunately, you can't list your .IN domain in the marketplace. The .IN central registry does not allow it.

The .IN Registry is National Internet Exchange of India.  You should be able to transfer an .IN domain as long as it is not newly registered and you have the authorization code.
