SMS -- Test code appears not be be working - Help

SMS -- Test code appears not be be working -- I would like some help on its setup. I have entered the phone country code+area code+phone number correctly. I have selected AT&T as the service carrier. What else is there to do? When I select test, nothing gets sent. What is a SMS Code?
