How difficult is it for the registry to start offering a domain that it does not offer currently?  I would like to purchase a ".co.il"  and a ".co.ph" domains but can not.
How long does it the the registry to add such a capability?  Is it possible at all?

Getting accredited does typically take some time.  It depends mostly on what is required.
