But my domain is yet not registered.

The .ASIA central registry designed the Governmental Reserved Name system.  The domain is actually available, the customer, however, needs to go through an application process to register it.

If you are unable to register my domain, please refund my money back to my paypal account.

Further if some domains are reserved these should not be available to register
