Can't push Dot US domain name at dynadot

I just sold a domain,

its a dot US domain, But when I was tried to push to my buyer,

he signed up an account with dynadot.com, but I can't push, because the dynadot system says:"
Could not complete request:
       

   * Recipient account not set up to receive US domains. Please ask recipient to sign into their account and submit their US app and US nexus settings.
"

but my buyer is from USA, he already added a Full USA address in his account ,Why still having this problem ?

Please help me ?

We sent responses to your emails regarding this issue, if you haven't received them, you might want to check your SPAM folders.

Your buyer needs to complete these steps, after he does this, you should be able to push the domain into his account:

1.  Log into your Dynadot account.
2.  Click on the "Domains" tab at the top of the page.
3.  In the blue sub-menu, click the "Advanced Settings" link.
4.  In the light blue sub-menu click the "Country-Code Settings" link.
5.  Enter the information shown on this form.
