regarding rewrite rule

First id like to start off by saying sorry i'm always writing in here.

But recently my website has started to run really slow even in the back end. It had a 403 error and I had traced it back to the .htaccess rewrite rule... I had to put Options +FollowSymLinks in the htacess to allow it to rewrite urls.

But it is still running really slow. I disabled all plugins and just used my theme which was optimized and was running fine before I had made no changes to the theme itself.

Im just not sure if its my site or a server setting but something has changed.
