BIZ Grace Deletions

We now allow BIZ grace deletions. But the fee is $1.00, since only 10% of domains can be deleted a month.

Neulevel, the BIZ central registry, only allows up to 10% of new domains to be deleted each month. Otherwise Neulevel will charge Dynadot an excess deletion fee. Therefore we cannot always guarantee a grace deletion for BIZ domains, especially if the deletion rate is close to 10%.
